18.30
- For those interested (which will be many), am told that Jacob Rees-Mogg wasn’t offered a post in this shuffle.
18.00
Paul Goodman back editing again.
We will provide a full list of the Government, or a link to it, plus a list of those Ministers dismissed, as soon as we can. And there is a sudden rush of new appointments
- John Glen as Cities Minister.
- Michael Ellis to Arts Minister.
- Andrew Griffiths to Business.
- Heather Wheeler to Housing.
- Chloe Smith back to the Cabinet Office
, where she has served before.
- Guto Bebb to Defence
.
- Graham Stuart to Trade.
- Stuart Andrew to stay as an assistant whip but also to serve at the Wales Office
.
Most of these are former Whips. All the posts are at Under-Secretary level.
- It’s a very big shake-up at the Whips Office indeed (see below), but continuity at the top with Julian Smith in place, Chris Heaton-Harris still in the top four – and Chris Pincher back as deputy. His return-and-promotion after reporting himself to the police over allegations, and being cleared by the Party after an investigation, sends a signal to Tory MPs: do as you’re told, follow the rule book…and you’ll be looked after.
- The appointment of a mass of new women to it is undoubtedly a reaction to the pre-Christmas wave of sex allegations and scandals.
- However, nine of the top ten Whips are women (Rebecca Harris being the exception); six of the eight more junior whips are women.
- The Government always likes to bring back an oldie-but-goldie to encourage the older generations of MPs that they still have hopes for promotion. The revived Minister in question this time is Shailesh Vara (who at 57 is not all that old).
16.50
We have just received what appears to be the final tranche of appointments in the reshuffle – most notably the appointment of half a dozen female MPs from the 2015 intake as Whips:
- Kelly Tolhurst MP as an Assistant Government Whip
- Mims Davies MP as an Assistant Government Whip
- Amanda Milling MP as an Assistant Government Whip.
- Jo Churchill MP as an Assistant Government Whip
- Wendy Morton MP as an Assistant Government Whip.
- Nusrat Ghani MP as an Assistant Government Whip and a Parliamentary Under Secretary of State at the Department for Transport.
There is also a move for Shailesh Vara, who goes to PUSS at Northern Ireland.
So it seems (hopefully) that this is the end of the two-day reshuffle, which featured more spills than its architects hoped and rather fewer thrills than they had pre-briefed to the press.
The Prime Minister has issued a concluding statement which hails the reshuffle as allowing “a new generation of gifted ministers to step up and make life better for people across the whole UK.” Whether the experience makes her life easier or not remains to be seen.

15.00
Hello! Mark Wallace, here, taking over from Paul for a couple of hours. We’ve just had a flurry of four promotions for members of the 2015 intake:
- Rishi Sunak becomes a PUSS at Housing.
- Lucy Frazer QC becomes a PUSS at Justice.
- Oliver Dowden becomes a PS at the Cabinet Office.
- Kit Malthouse becomes a PUSS at DWP.
14.00
- Alistair Burt has survived the cull of older, white male Ministers. Sixty-two year old Burt stays at the Foreign Office. He’s a strong former Remainer. Downing Street doesn’t want him on the backbenches.
- Therese Coffey returns to Environment.
- Tracey Crouch returns to Sport.
13.30
- Stewart to Justice.
- Margot James to Culture.
- Steve Barclay to Health.
- Caroline Dinenage to Health.
- Harriet Baldwin to Foreign Office/DfId.
Is May going for ConHome’s case for a woman Commons Minister in every department?
– – –
- Must-read retirement letter from John Hayes, in which he writes that he hopes “as we agreed, to devise and deliver with the Central Office [sic] team a means by which we boost party membership”.
- No return for Grieve. He was in Downing Street to discuss the EU Withdrawal Bill with Ministers. There you go.
13.00
- Report that Dominic Grieve is in Downing Street. Blimey. Mind you, if ConHome’s advice had been heeded, and he had been brought back to Cabinet last summer, the Government could have avoided a lot of trouble…
- And Sam Gyimah is Jo Johnson’s replacement at Universities Minister. So he walks straight into a brief beset by debate about standards, quotas, discrimination and free speech. A very tricky assignment for an upwardly rising politician.
12.30
- Jo Johnson to Transport…and Minister for London. Echoes of his big brother’s Mayoral service in the latter appointment. He vigorously defended Toby Young on Twitter earlier today.
- Goodwill and Garnier have left the Government, Hayes and Dunne have resigned from the Government, it is announced.
- Hands stays at Trade, Ben Wallace stays at Security.
12.00
- Raab is Housing Minister. This is a disappointment for many ConservativeHome readers and perhaps to him. He could reasonably have been expected to become the so-far-non-appointed Minister for Brexit
Contingency, with right to attend Cabinet.
- Sharma is Employment Minister. He’s a very able technician, and his job will be to cover the tricky detail while McVey paints the big picture.
– – –
- Steve Barclay is in Downing Street.
- George Osborne writes in the Evening Standard that ‘You have to hand it to PM: she’s given us hat-trick of worst reshuffle, worst conference speech and worst manifesto in modern history’.
- Talking of the Standard, who’s advising Greening on PR? Artfully set-up and impactfully cheerful photo of her in the paper. [See right.] The Editor himself could not have given her better advice.
11.30am
- Dominic Raab in Downing Street. As is –
- Jo Johnson.
- Alok Sharma.
- Greg Hands.

11am
Paul Goodman reporting again. And here we go.
This will be a harder shuffle than yesterday’s to keep track of, simply because there will be more sackings – there could scarcely be fewer – and not all of them we announced until later. So it will be difficult to follow who is replacing whom.
But the general theme seems to be clear: quite a lot of change to promote women, ethnic minority members and younger people.
Latest news –
- Rory Stewart is in Downing Street.
- But Mark Garnier is reportedly out.
- So apparently is Robert Goodwill…
- …Philip Dunne…
- …And John Hayes…
Oh, and a new photograph of the new Cabinet has been released. The Prime Minister is not exactly to its forefront.
