We should not be competing with Reform on a number, but on the underlying principles: an immigration system that focuses on quality, not quantity, and drives investment in our own workforce.
There is undoubtedly a generation divide which we need to bridge. For older groups there is mainly only downside. We must keep it as palatable as possible for the non-users and do everything we can to mitigate their concerns.
True reform is not just about balancing the books. It is about renewing a system that too often fails both taxpayers and those it is meant to help.
