The great majority of bills in the King’s Speech were either retreads or of very narrow scope. Sir Keir Starmer may now struggle to make the impact of his set-piece policies felt before the next election.
The Government will not be troubled by most of the challenges it faces today – but MPs’ choices still give us an idea of where Labour may run into difficulty in the course of this Parliament.
The Conservative strategy in the Lords must be negotiation and persuasion behind the scenes. It will need to present sensible, practical improvements, with cross-party support where it can.
